The goal of ArcReader is to provide significantly increased access to maps throughout all parts of an organization. Anyone with ArcReader can now access high-quality maps created by ArcGIS Desktop.

Published map files are created with ArcGIS Publisher. ArcGIS Publisher is an optional extension to ArcView, ArcEditor, and ArcInfo that converts map documents (MXD) to PMFs.
